Six-acre Multi-tenant Industrial Site, Torrance, CA

In 2018 CSC was selected to perform environmental consulting services for an existing site undergoing long-term groundwater monitoring. The site is comprised of six contiguous property parcels covering approximately six acres in Torrance, California. Groundwater monitoring was being conducted as part of a monitored natural attenuation (MNA) remediation strategy to remove chlorinated volatile organic compounds (cVOCs). CSC began immediate coordination with the Regional Water Quality Control Board, Los Angeles Region (RWQCB) under a newly assigned case manager. CSC also coordinated with the City of Torrance for renewal of license agreements for downgradient wells located within city right-of-way and conducted additional rounds of groundwater sampling.

The RWQCB had previously approved a no further action (NFA) determination for vadose zone (i.e., soils) at the most severely affected parcel where excavation of nickel impacted soil and soil vapor extraction (SVE) had successfully been conducted. However, the RWQCB expressed continuing concerns in regard to four areas at and near the site:

  • One parcel where soil vapor sampling had not been conducted, and historical information indicated potential past use of two degreasers.
  • One parcel where soil vapor sampling in the mid-1990s by a third party had identified detectable levels of cVOCs including trichloroethene (TCE) and 1,1,1-trichloroethane (1,1,1-TCA), with total cVOC concentrations up to 56 µg/L but documentation of sample locations and specific sample concentrations was not available.
  • One parcel, where soil vapor sampling in the mid-1990s had identified cVOCs including tetrachloroethene (PCE, up to 2,500 micrograms per liter [µg/L]) and TCE (up to 180 µg/L). SVE was conducted for approximately six months in 2008 and soil vapor sampling had not been conducted since then.
  • Groundwater in an area approximately 300 feet downgradient (east-southeast) of the southeast corner of the site, where TCE concentrations had been increasing and recently been around the 300 µg/L range. On-site, groundwater concentrations had decreased substantially from historic highs, but low to moderate concentrations of TCE and 1,1-dichloroethene (1,1-DCE) in the 10-50 µg/L range remained in groundwater underlying one.

CSC developed work plans for further soil vapor and groundwater evaluation which were approved by RWQCB. Soil vapor investigation was conducted in April 2020 and consisted of installing and sampling 45 vapor probes at 19 locations on-site. Most probes were set at 5 and 10 or 15 feet below ground surface (bgs). Two probes extended to 30 feet, and two other probes extended to 80 feet bgs. Pilot borings were advanced using limited access direct push rig except for 60-foot probes, which were drilled and constructed using hollow stem auger drill rig. Geophysical screening and Underground Services Alert notification were conducted prior to beginning any drilling. Additional utility clearance was provided by hand-augering the initial 5 feet of boring before using mechanized equipment. Temporary traffic control measures were implemented in high traffic areas at the active facilities. Macrocore or split spoon sampling was conducted to identify more transmissive intervals in which to place probes, however, soil types generally consisted of uniform very fine to fine sand.

The updated soil vapor study detected very low concentrations of various cVOCs across the site, to a maximum of approximately 4 µg/L. Results indicated a potential source for impact to groundwater is not present at the site. However, concentrations do suggest a potential for vapor intrusion, given the current conservative attenuation factor referenced by agencies of 0.03. The soil vapor report is currently under review by the RWQCB. Depending on their evaluation, CSC will develop potential mitigation measures that could be implemented at the site.

CSC also developed an Interim Remedial Action Plan (IRAP) for groundwater in the area immediately downgradient of the site. CSC proposed a limited, pilot-level approach to evaluate effectiveness of in-situ treatment with calcium poly sulfide (CPS). Introduction of CPS to the affected groundwater zone will modify the groundwater chemistry in that area from an oxidizing or transitional environment to a reducing environment, which will foster dechlorination of TCE. The IRAP is also currently undergoing review by RWQCB.

We have been more than pleased with the service provided by Clark Seif Clark Environmental. This is our second contract with them and their professionalism is top notch. I can only hope they are the successful bidder on our next contract as well.

I just wanted to take a moment to say Thank You for on excellent presentation on Saturday.
My technicians and I were all very impressed by what we learned, and I received some very positive feedback from the other offices in attendance. Being in the water damage business, we are frequently faced questions about mold growth from water damage customers, insurance personnel and property managers. Your presentation, visual aids and handouts were well planned and targeted to our particular interests. I think we can now address the topic with a greater sense of confidence (and a little less guesswork!). Wanted to take a few minutes to express our "thanks" for the wonderful presentation that Derrick Denis gave at our office meeting last month.
We had over twenty agents in attendance and they were all very impressed with no only the knowledge, but the informative way Derrick presented the material. The Mold Disclosure Issue is one of the most confusing that we as real estate practitioners have had to deal with in a number of years. Derrick made the confusion somewhat less on our part and gave us all a better understanding if just how we should present this problem to our clients.
